The wind rose turns one notch each round with a two-round forecast, so your route is a plan, not a roll. Pirates roam the map in the open and drift toward loaded ships — fight, bribe or flee. When the rounds run out the most ★ Prestige wins, and since every captain holds a secret objective, the score stays uncertain until the last round.
